Abstract
Climate Resilient Development (CRD) refers to decisions, policies, and strategies that build urban resilience by simultaneously reducing exposure and vulnerability to climate hazards (adaptation), cutting back greenhouse gas (GHG) emissions (mitigation), and advancing related Sustainable Development Goals (SDGs). Crucial in the effort to promote a nature-positive built environment, CRD is facilitated through cooperation and by governments at all levels working with communities, civil society, educational bodies, scientific and other institutions, media, investors, businesses, and marginalized groups to identify synergistic strategies. Implementation of CRD is often challenging due to conflicting needs and objectives. However, there is now a growing body of scientific evidence suggesting the potential for synergies between efforts to advance adaptation, mitigation, and sustainability goals in multifunctional resilience projects, especially in cities. This chapter explores CRD in the context of flood risk management (FRM). After developing a conceptual framework within which to consider the ability of FRM to promote CRD, we critically review the leading FRM strategies under consideration in Eastwick, an environmental justice community located in the southwest corner of Philadelphia (USA). The framework and case study are used in a broader discussion of how FRM can advance CRD in nature-positive cities.
