Making the Most of Mergers

Abstract
Mergers between unions have become both frequent and complex. More have occurred in the past ten years, for example, than in any period since World War II. Not surprisingly, their impact on the number of unions and interactions among unions has been profound. Since the merger of the AFL and the CIO in 1955, the number of AFL-CIO affiliates has declined from 135 to 90, primarily as a result of mergers.¹ In virtually all of these cases, the mergers required careful diplomatic skills, since negotiations are commonly “haunted by Byzantine protocol.
