Abstract
When I first began seeking material for this volume, I was struck by a provocative imbalance. My contacts in labor, management, government, and academia had their favorite examples of robustness in union organizing campaigns, safety and health projects, community service outreach, and “high-tech” programs. But when I asked about union-management relations on the shop floor, these same knowledgeable sources would grow pensive and finally shrug.
Their comments suggest that union-management relations at the shop level are inhospitable to labor innovation:¹
