Signal integrity in EU Member States Much Ado About Nothing?

Abstract
Based on a mapping of regulation on signal integrity in all EU Member States and applying an analytical framework that considers policy processes from Kingdon's three stream policy window model, this chapter analyses how and why a limited number of countries developed regulations regarding signal integrity, thus paving the way for its introduction in the AVMSD. The chapter takes a comparative approach focusing on signal integrity policy making in some Member States (Belgium, Germany, France) and at the EU level. We trace how the issue of signal integrity emerged on national policy agendas and how these countries influenced EU legislators to defend signal integrity provisions as part of the renewed AVMSD.
