A language program is a delicate and intricate system of interacting components, which, like a biological ecology, is in a constant state of evolution and change. The language program ecology is made up of several smaller, and more local, ecologies and has an interior, or core, component, that of instruction, that connects to its other components. The interactive system of components making up the program's internal culture is connected ecologically to the external culture.
