Abstract
In San Francisco, the advice of affected communities, including persons infected with HIV, has generally played a vital part in all aspects of programmatic planning, implementation, and evaluation. Since the beginning of the epidemic, HIV-prevention campaigns have been challenged to create programs that not only provide education on behavioral risks for infection but also result in actual behavioral change.
