Abstract
According to Bohman, this means establishing "a more complex democratic ideal" (2). This transnational democratic ideal involves the design of overlapping dêmoi through which citizens initiate deliberation about the terms of their social cooperation: "[T]he only way to extend democracy beyond the nation-state is to think of it in terms of a democracy of dêmoi, a democracy across rather than beyond borders" (188).
