Bi-Level Water Allocation Model Based on Shortage Control

Abstract
This paper aims to develop a bi-level model with multiple followers to make decision on water resources allocation, water shortage control objective is considered by the leader, cost saving objectives are considered by the followers. In the model, random fuzzy variables are considered, these variables are transformed to determined variables using expected value operator to make the model calculable. Finally, a case is applied to verify the efficiency of the proposed model and algorithm.
