Abstract
Over the past few decades, the basic infrastructure upon which everyone relies has been taken for granted. Indeed, a strategy of 'deferred maintenance" appears to be followed by politicians and owners of both public and private facilities. While understandable in periods of tight money, it never seems to be the right time to maintain and upgrade existing roads, tunnels, utilities, dams, canals, structures, etc. Clearly, the glamour is in new construction, yet the existing infrastructure is what is at the heart of a functioning society. Even further, to rebuild an existing facility invariably costs more than the original construction and is often more costly than new construction at a different location. Yet, we probably all agree that the enhancement and rehabilitation of the infrastructure is necessary and essential. [1st paragraph of foreword]
