The first part consists of an introduction to scaling concepts followed by a primer on fractal notions. The second part provides an overview of studies in dynamics of 'fractal systems.' The third part is a compilation of project abstracts selected from ongoing research in which scaling theories are key to the solution of an engineering problem. The element common to the theoretical and applied results presented is the reliance on conventional methods of systems engineering enhanced by incorporating scaling concepts and insights from dispersion/relaxation theories from physics.< >
