We discuss variational approaches in the static, quasi-static, and dynamic problems of electromagnetism. On the basis of postulated principles we derive the objects necessary for consistent formulation of forces and generalized chemical potentials. We emphasize the key importance of various divergence-free tensors, generalizing the Maxwell stress tensor and energy-momentum tensors.
