Guiding chaos into collaboration: enhancing alignment and support for existing citizen developers and IT professionals in low code development through action research in a company setting

Abstract
The rapid adoption of low-code development platforms (LCDPs) has empowered citizen developers to create software solutions, leading to increased innovation and efficiency. However, the widespread, unguided use of these platforms can result in chaos and misalignment between business and IT. This action research study investigates how a Center of Excellence (CoE) can be designed and implemented to provide governance, guidance, and support for citizen developers in an organization with a grassroots adoption of Microsoft Power Apps. Through five iterative action research cycles, including qualitative interviews, document creation, surveys, participatory action research, and CoE implementation, this study engages diverse stakeholders to co-create practical solutions. The research employs a multi-dimensional alignment framework, considering technical, organizational, external/environmental, social, process, and goal factors influencing LCDP adoption. Key findings reveal the need for comprehensive governance frameworks, training programs, support structures, and collaboration tools. The study highlights the importance of fostering 'fusion' teams, composed of business and IT professionals, to enhance alignment and innovation. Additionally, it explores the potential of crowdsourcing opportunities for citizen developers to contribute to project backlogs. The research offers actionable recommendations for establishing a CoE that empowers citizen developers while ensuring quality, security, and alignment with organizational goals. It contributes to the growing body of knowledge on LCDPs, citizen development, and the role of action research in driving organizational change. This study provides valuable insights for organizations seeking to harness the power of low-code development while maintaining control and collaboration. Future research should explore the impact of 'fusion' teams on project success, the role of LCDPs in breaking down silos, and the implementation of crowdsourcing initiatives governed by the CoE.
