Abstract
This dissertation is a three paper analysis of reasons for being uninsured among patients at safety net clinics in Philadelphia. The first paper is an analysis of EMR data to assess the association between being uninsured and health status and health care utilization. The second paper is a mixed methods analysis of reasons for being uninsured among patients in a highly diverse low-income neighborhood in Philadelphia. The third paper is a policy analysis.
