Understanding the impact of nutritional and cigarette policy using scanner data

Abstract
The Women, Infants, and Children Program, or WIC, is a benefits program with special characteristics that make it vulnerable to potential price-gouging by retailers. In Chapter 1 I review existing literature on WIC and explore future opportunities for contributions. In Chapter 2 I carry out a research design to identify if such price-gouging is taking place using retail scanner data, and I do not find evidence for it. I also study cigarette tax policy to determine whether the pass-through rate of cigarette taxes depends on nicotine content. I find that this does not appear to be the case, which has implications for future policy regulating the nicotine content of cigarettes.
