For a decade, from the 1990s to early 2000s, the arts sector in this country experienced an unprecedented building boom. Organizations of every size and structure were a part of what is now referred to as the great cultural building boom. The economic crisis of recent years was the downfall of many of these building projects, forcing organizations to rethink the importance of facility as it relates to artistic programming. This thesis explores the issues facing the Arts Council of Wayne County, a small, rural arts council in eastern North Carolina. Through research and the experiences of the organization's Executive Director, Sarah Merritt (the author), the process of rightsizing the ACWC's facility and its resulting effect on its programs are examined.
