Abstract
The purpose of this study was to explore the elements needed for an effective policy specific to enhancing user experience on the internet and to provide a clear path for media leaders looking to reshape regulatory requirements surrounding this rapidly evolving landscape. The study specifically focused on the effects of the Title I and Title II regimes and how this issue impacts internet service providers and delivery methods to heavy internet consumers. The study included a 19-question survey taken by 301 people that was launched over a 10-day period as well as in-depth interviews with four industry professionals familiar with this debate. The results of this study suggest that a consumer-centric comprehensive internet policy that invites innovation and protects users would make internet usage a better experience for both businesses and internet consumers.
