How the TCT Network is using channel sharing and advances in digital broadcasting to expand its reach and overcome the challenge of limited broadcast spectrum

Abstract
This paper examines the changes in broadcast spectrum usage over the years and the effects it is having on the broadcast television industry. It is a case study of the TCT Television Network, a small independent religious broadcasting network. The recent 600 MhZ spectrum auction facilitated by the FCC reallocated spectrum from television stations to wireless phone companies. This move required repacking the television spectrum into a smaller amount of available bandwidth. Administrative and engineering professionals from the TCT Network, along with some administrative professionals from other television stations were interviewed to discover how they were adapting to these changes to continue their broadcast operations. Despite decreased access to broadcast spectrum for the television industry, technological advances and regulatory changes including subchannels, channel sharing, and the upcoming rollout of ATSC 3.0 all show potential to allow television broadcast operations to meet and exceed their previous operations using less broadcast spectrum.
