"If you're not at the table, you're on the menu": the role of Philadelphia's RCOs in guiding neighborhood change

Abstract
[English abstract] Community involvement in zoning and land use decisions is fundamental to equitable urban planning. Since 2011, Philadelphia has supported a system of Registered Community Organizations (RCOs) that enable residents to engage in the zoning variance and special exception process by reviewing cases and providing recommendations. This thesis examines how RCOs function in practice in three neighborhoods, each facing challenges related to neighborhood change: Northern Liberties, Mantua, and Strawberry Mansion. I demonstrate that RCOs create meaningful opportunities for community organizing, opportunities for dialogue with developers, and have given residents a stronger voice in specific types of development decisions. However, structural inequities and a disparity of resources between neighborhoods limit the power and agency of many RCOs. RCOs are an important step toward democratizing urban planning, but further work is necessary to create a truly equitable system. I offer recommendations that address funding and standardization of RCO policies. This research contributes to the field of urban strategy by highlighting how participatory planning can be shaped by systemic inequities and offers policy recommendations for strengthening the RCO system. [Spanish abstract] La participación comunitaria en las decisiones de zonificación y uso de espacios es fundamental para una planificación urbana equitativa. Desde 2011, Filadelfia ha impulsado un sistema de Organizaciones Comunitarias Registradas (RCO) que permite a los residentes participar en el proceso de cambios de zonificación y excepciones especiales mediante la revisión de casos y la formulación de recomendaciones. Esta tesis examina el funcionamiento de las RCO en tres barrios que enfrentan desafíos relacionados con el cambio vecinal: Northern Liberties, Mantua y Strawberry Mansion. Demuestro que las RCO generan oportunidades significativas para la organización comunitaria y el diálogo con los promotores inmobiliarios, y han dado a los residentes una voz más fuerte en decisiones específicas sobre desarrollo urbano. Sin embargo, las desigualdades estructurales y la disparidad de recursos entre barrios limitan el poder y la capacidad de acción de muchas RCO. Las RCO representan un paso importante hacia la democratización de la planificación urbana, pero se requiere más trabajo para crear un sistema verdaderamente equitativo. Ofrezco recommendations con respecto a la financiación y la estandarización de las políticas de las RCO. Esta investigación contribuye al campo de la estrategia urbana al destacar cómo la planificación participativa puede verse influenciada por las desigualdades sistémicas, y ofrece recomendaciones de políticas para fortalecer el sistema de RCO.
