Lebanon's rich and distinctive art has been limited for many generations to its localized communities. The Ministry of Culture and the ongoing conflict with and around the nation does not always allow for the exportation of art and exchange of artists abroad (Dagher et.al 2007, 99). Historically, Lebanon lacks independence and relies on support from neighboring nations and international powers to produce culture on an international scale (Toukan 2010, 120; Burkhalter 2011, 72). Moreover, cultural polices which include the Law of Antiquities, Cultural Property Law, and Law on the Protection of Literary and Artistic Property as well as the absolute absence of clear governance of art within Lebanon play a key role in defining the condition of cultural exchange. This research addresses the promotion and hinderance for artistic exchange on a local, regional, and international scale by analyzing cultural policies and their direct relationship to local artists in the field. Through thematic qualitative text analysis, secondary accounts, and separating street art, music, heritage sites, and cinema into a theoretical binary, concrete solutions can be offered on how to proceed in increasing the mobility of Lebanese art. Therefore, this research concludes with solutions that aid in the transmission of Lebanese art through the reformation of the Ministry of Culture's broader policies and general oversight on Lebanese culture which include transferring authority to artists and including contemporary issues such as conflict within the provisions of the law.
