A Systems Approach to Project Evaluation

Abstract
This study takes the systems approach to project management and applies it to study and integrate various elements of project evaluation. The project itself is viewed as a total system comprising input, process, output, and feedback. The project is viewed as the management of a set of 6 subsystems: 1. scope, 2. time, 3. cost, 4. quality, 5. human resources, and 6. communications. Each of these has its own input, process, output, and feedback, and it is necessary to evaluate each in terms of its own objectives and interaction with other subsystems and the project as a whole. The total system is evaluated in terms of the overall objectives of the project. If an approach to project evaluation is to be successful, it must consider all elements of the system. The evaluation itself must be carried out before starting the project, during its execution, and after its conclusion.
