Abstract
The multiplier effect on production of a given energy shortage is examined in the short-run when input substitution is impossible. As the effects of a shortage depend on how the resource is allocated, four alternative allocative methods for the industrial sector are evaluated through the input-output method. The effect on production is found to be most severe when final users are shielded from the shortage. The markedly different results for the allocative methods indicate the need for extreme caution in devising a viable rationing policy.
