Introduction to the Uniform Commercial Code Survey: A plea for cooperation

Abstract
In reviewing the Uniform Commercial Code (UCC) Surveys of the past 10 years, 2 recurring themes emerge: the continuing need to adapt the UCC to changing patterns of commercial activity and the growing concern about the impact of increasing federal regulation on the UCC. The newest project to be undertaken is the revision of Article 9 of the UCC. As the Article 9 and other revision efforts proceed, a pervasive concern will be the extent to which these revisions will be coordinated with those developments on the federal level that contributed to the need to revise Article 9. The conflict between the UCC and federal statutory and regulatory developments is not limited to Article 9. Both the bankruptcy reform process and the state law revision process would be better informed if there were cross-fertilization of ideas and coordination between the 2. An effort should be made at both the federal and state levels to coordinate and develop a truly coherent and viable commercial legal system.
