Nuclear waste in Germany: Environmentalists between state and society

Abstract
Earlier this year, the German federal government decided to resume shipping nuclear waste from German nuclear power plants to French and British reprocessing facilities and back again. At first glance, this decision, made by a Green environment minister who a few years before had argued against similar shipments, seems to confirm the "lifecycle" account of social movements. But the antinuclear movement's response modifies this impression considerably.
