Participation of the poor is a major goal of the community action programs of the nation's War on Poverty. To date only one city—Philadelphia—has helped the poor to elect their own representatives to the city's Antipoverty Action Committee. This paper attempts an early evaluation of Philadelphia's pioneering effort.
