Protozoan Monitoring: from the ICR to the ESWTR

Abstract
EPA's proposed Information Collection Rule (ICR) and Enhanced Surface Water Treatment Rule (ESWTR) would take effect in 1998. Utilities should be aware of the sensitivity of collection and analytical methods, to optimize results and reduce costs of protozoan monitoring in drinking water. The main requirements of the published versions of these rules are reviewed. Sample collection and analysis methods are examined. The effects of sample collection on protozoan density calculations, and on ICR and ESWTR compliance are considered. Ways of counteracting the effects of sample collection and processing are suggested. Trade-offs between achieving greater sensitivity and lowering costs are discussed. An example of how overall monitoring costs are estimated is presented. The averaging methods chosen also can influence which treatment requirements will be imposed. Averaging of nondetects and averaging mixtures of detects and nondetects can invalidate the averaging techniques.
