Qualitative Analysis of Transitional Case Management for Injection Drug Users and Sex Partners Contacted through Street Outreach

Abstract
Based on data from social program records in Newark & Jersey City, NJ, the efficacy of short-term transitional case management (TCM) for human immunodeficiency virus (HIV) risk reduction is explored. The data are detailed individual case histories in which TCM service providers sought to place clients with multiple agencies to meet a variety of the clients' needs. Short-term intervention programs at these sites are compared with a control protocol in which clients used traditional means of access to medical, welfare, & social service agencies. The "triad" concept is endorsed as a tool for understanding how clients, service providers, & case managers can cooperate to fulfill the complicated relations necessary to serve injection drug users & their sex partners in HIV-risk reduction programs. 40 References.
