Abstract

Vector-control dengue malaria byelaws judiciary architecture
This commentary highlights a gap in the 2021 guidelines issued by the health directorate of Delhi, which made anti-mosquito measures mandatory for buildings without defining those measures. The good intent may be followed by inclusion of anti-mosquito measures for buildings within the enforceable unified building byelaws so that once codified, there is no ambiguity and there can be buildings with vector control integrated from day zero. There is reason for the Delhi Development Authority (a central government organisation) to make this inclusion into the byelaws due to its exclusive constitutional jurisdiction to regulate land and buildings in Delhi. The issue of wire mesh as a mosquito control measure is also highlighted as an important vector control measure which should be included in the unified building byelaws, as it is not clearly mentioned in the mandatorily notified part of the recommendatory National Building Code of India, but it remains a pertinent vector control measure in buildings.
