Revitalization project builds up neighborhood

Abstract
Through the Douglass Community Revitalization Project, the city plans to purchase 70 vacant lots from private owners within the Douglass neighborhood over a five to 10 year time frame. A federally funded Community Development Block Grant will cover tile cost of the lots, valued at between $12,000 to $13,000 each. Lots are then donated by the city to home buyers who otherwise would find it difficult to come up with a down payment for a mortgage loan. Using tile land as equity. loans are made through local banks. The non-profit Casa Dallas Housing Center brings the buyers into the loop and helps with all facets of home buying. Vacant lots and homes, some dating back to the 1920s, sit within the wooded 6-by-10 block area of the Douglass community, just cast of Central Expressway in Plano. The neighborhood is located within a historic district that lies one block south of the newly renovated 15th - street, which features antique shops, tea rooms and a farmers' market.
