Second Thoughts on the PATCO Strike

Abstract
The significance of the 1981 US air traffic controllers' strike is assessed according to the following criteria: (1) the lasting significance of strike issues; (2) the union's adaptation or invention of techniques that augmented its strength; (3) its contribution to labor solidarity; (4) the creation of bonds of fellowship; (5) the reality of union warnings about the impact of a one-sided management victory; (6) the leverage of the union attaining its objectives; & (7) the continuing influence of the strike. Based on consideration of these criteria, the widespread conclusion that the strike was an unqualified disaster for labor is rejected. Instead, it is contended that the losers actually include President Reagan, Congress, the airline industry, the general aviation industry, airline passengers, the AFL-CIO & its member unions, & the Federal Aviation Authority.
