Abstract
The experience of the largest health care system bankruptcy in the US - Allegheny University of the Health Sciences - demonstrates that the development of a healthy moral atmosphere in an organization requires two prior principles: 1. The operations of the organization should be transparent enough that all elements within the organization and key elements in the community can know of major decisions that affect the organization, its goals, and future, including understanding the logic behind decisions. 2. An organization should actively support an environment that allows for honest discussion and critique of its decisions and actions.
