Using Discourse for Policy Evaluation: The Case of Marine Common Property Rights in Chile

Abstract
The Chilean government introduced a policy allowing formal property rights to designated areas of the ocean for artisanal fishers. Discourse analysis was undertaken to examined the impacts of this policy, which sought to integrate marine conservation with economic development. Three different story lines are identified among groups of fishers: sustainability, livelihood maintenance, and historical right claims. These stories legitimized claims under the new policy, while also justifying poaching to its participants, which threatened the viability of the entire system.
