Abstract
"Judge Robert J. Kane presents a model for modernizing sentencing practices in Massachusetts' 68 district courts. He points out that the state's new sentencing commission `offers opportunities for examining sentencing practices and outcomes and for designing a new sentencing architecture that allows for the tactical use of punishment and prevention powers.' Among the issues he addresses are plea bargaining, sentencing classification systems, and public safety." (FEDERAL PROBATION)
