Despite this, local firms only capture 3 out of every 10 dollars in direct spending, primarily due to systemic barriers such as a fragmented procurement system and limited local participation.
To address these challenges, the playbook recommends creating a Procurement Marketplace Council (PMC), which would unify procurement processes, facilitate better connections between buyers and local suppliers, and promote inclusive growth strategies. The playbook's initiatives include the Defense Procurement Advancement Initiative and the Green Supply Chains Initiative, aiming to unlock opportunities in defense contracts and clean energy, positioning El Paso as a national model for fostering local enterprise growth through effective procurement.
